Segment creation control

Good Morning  !!!

We are using R12.1.3

in our COA  we have  total 8 segment ( include 2 -Future).

We created  a XXX_GL_SUPERUSER  responsibility.

We  have  segment  -  company, location, cost center, dept, project, account.

As  such  this responsibility have access  to add values for all segments.

But we need to give rights only to add 'PROJECT' segment .

How to achieve this requirement like using personalaization etc..
