error logging into deployment server activconsole

Hi everyone! I'm working my way through a brand new JD Edwards EnterpriseOne 9.2.3 deployment on windows with SQL server and having some difficulties. All servers have deployed, but I have got errors at the HealthCheck stages for some but not all servers.

I proceeded with the post installation steps as I know that there are some JDE.ini changes to be made that may be the root cause as outlined here. Still no change.

However I can't login to activconsole. Looking at the errors I see these:
