Pending Users Request page UNAVAILABLE

Hi all,

I've received an email to Review and approve or deny My Oracle support pending request however, if I log in with SSO credentials, go to Settings - I get the error message that the page is temporarily unavailable.

Can you please think of any resolution? See the screen shot below.
