Patch 29252208: Oracle 11G database Combo OJVM + GRID patch. where can it be downloaded?

Though I have received notice that the APR19 PSU for the Oracle 11G database is available, and when I look it up I see that 90 people have downloaded it I only see a grey button. Can anyone else download id and is there anything I'm missing?
