FDMEE is it possible to disable the "Export to Target" option when data loading journals

During our accounting close process, we have a need to do data loads that include "Journal" entries.  The issue we have with "Journal" entries is that they are time sensitive as to when they get loaded.  Since we normally for all other data loads, check all four boxes for the loading, users are in the habit of doing the loads this way.  But, with journals, we don't want them to be "Export", until management gives the ok, as this can cause problems with data validations by our accounting staff.  To avoid this, we want to know if there is a
