Grants Project Activity FA Rates values not defaulting in upon selecting a F+A Rate. Should it?

When a project activity is manually created, and you go to the FA Rates tab of the activity and select a Facilities and Admin Rate, and tab out, the Institution FA Base and Funded FA Base and effective dates and rates do not default in.

Are they supposed to?
