ORA-20001: This Person Is Not Eligible For The Element Associated With This Absence Type

The EBS version is 12.2.5 ..when a manager approves the employee absence request the following error is displayed...ORA-20001: This Person Is Not Eligible For The Element Associated With This Absence Type.....this issue is only with few employees who got PROMOTIONS..so, as a workaround if I remove the promotion the issue still exist....if someone else submits for this employee the approval process is working normally.....checked the related patches but none is applicable for 12.2.5....
