Pretax Deduction Arrears and NC State Taxable Gross Adjustment

NC taxable gross not being reduced by pre-tax medical arrears payback. PeopleSoft check shows "taxable gross adjustment" on the NC withholding line, but unclear why the adjustment?

Where can we find out more? Does this mean that NC does not recognize the pre-tax medical arrears?

Any insight, guidance much appreciated. Thank you.
