Wage Progression

We are attempting to set up wage progression.  But the batch process will not create any transactions (Update Wage Progression). Is this because we do not use labor agreements or bargaining agreements?

We understand that the "wage progression" function was designed specifically to be used for employees who have a bargaining unit and labor agreement.
