Force transaction effective date to a Sunday

In SSHR I have a requirement to force the effective start of a job change to the nearest Sunday whenever there is an associated pay change. I have been able to successfully change the start date of the pay proposal, but I have had no luck changing the start date of the job change. I have tried changing the values in the hr_api_transaction_values table and also updating the 'CURRENT_EFFECTIVE_DATE' item attribute associated with the workflow transaction. I have validated that the values are being updated in the hr_api_transaction_values table and that the attribute 'CURRENT_EFFECTIVE_DATE' is updated prior to the workflow
