Individual Penalty Charge without BFB

Hi everyone!

We are looking to implement late charges and penalty charges at our company. The criteria we are looking for is a fixed rate of 1.5% and a penalty fee of $250. From looking at the implementation it seems like Average Daily Balances with BFB enabled at a flat rate for both would work, however we recently turned BFB off to change some of our configurations to better suit our online invoicing pursuits and our Dev team would prefer we did not turn it back on.

Is there a way to use Overdue Transactions only and have it generate a flat rate late charge of 1.5% per invoice and only one penalty fee of $250 per "period" per customer (not invoice) assuming we run late charges once a month?
