Workforce_sync XML passed to handler does not contain data

We are recieving Workforce_sync data from HR. The xml on HR side is correct and it also shows correct xml on the Asynchronous Details page in ELM side. But the xml on Subscription Contracts does not contain any data.Has someone else faced any similar issue.
