PO Force Close

Hello,

We are on Peoplesoft 9.1. Regarding the PO "force" close functionality, or the ability to close "unqualified" POs.  Are there any scenarios where a PO cannot be "force" closed that anyone can think of?

i.e. what if a PO is fully received, has started accruing and has partially matched to a voucher?
