Automatic Space allocation

Hello Community - We have a Land and an active lease associated to it, by default Oracle should treat the utilization of Location 100% if assigned.  However, my property Vacant percentage still shows 100% though I have an active lease for the location.

We have system option "Automatic space distribution" as YES.    Since this option is enabled, I can't use "Assigned percent area" at lease level which is grayed out. 

And I also have "Allow Tenancy Overlap Within Lease " as YES.

Below are screen images shows these values.  Please let me know what I'm missing.
