Cannot Upgrade ESS Schema from 12.2.1.0.0 to 12.2.1.3.0

I ran the readiness check to upgrade OSB from 12.2.1.0.0 to 12.2.1.3.0 and all schemas passed and were ready for upgrade. When I try to actually run the upgrade, I get the following error on a single Schema. The user that I'm using to do the upgrade has DBA privileges, and should not have any trouble upgrading schemas.

[2019-05-01T08:23:04.833-06:00] The logon DBA user does not have sufficient privileges to upgrade the target Oracle Enterprise Scheduler schema user

[2019-05-01T08:23:04.833-06:00] Cause: The logon DBA user must be able to grant execute privilege on certain DBMS packages to other users for upgrading the schema user privileges in target Oracle Enterprise Scheduler schema. The logon DBA user does not have sufficient privileges to perform actions needed to upgrade the target Oracle Enterprise Scheduler schema.
