Row security query.

Dear All,

We have defined the row security on company level .The user has access to 20100 company role.

It has been observed that user is accessible to run a report for the other company , since the row security ( from and thru ) is defined for 20100 company but he is able to access the data belongs to only 20100 but he is able to access the other company data also.

Please suggest reasons and explain behind the issues which is taking place.
