Application will not load correctly in Edge, Chrome and Firefox when routing through IIS

Hi,

We are upgrading from Siebel 2014 to Siebel 2018 (patch 18.10) and experiencing issues when trying to open the application in Chrome and Edge if we go through IIS redirect. In Internet Explorer, the application works as expected.

If we use the example URL, https://application.com/siebel/app/sales/enu, it is routing through IIS and the application only shows a blank page.

There are no browser console errors, but we see that in IE there are several more files loading. If we inspect both IE and Chrome through the network tab, we see that in Chrome, it stops at this page:
