Solaris 11.4 zone service will not revert to 'online' from'offline*'

Here is the issue as best as I can describe it:

1. Performed a beadm destroy operation on an offline--no longer needed unpatched be.  The old be was not set as the active or boot be.

2. ran init 6--after the server booted, the non-global zone service shows offline, but the zone itself is in a running state

3. Spent a number of hours trying different scenarios I found on Solaris support and other blogs, but none seemed to fit the issue

3. current config showed the following:

zoneadm list -cv

  ID NAME             STATUS      PATH                         BRAND      IP

   0 global           running     /                            solaris    shared

   1 cache            running     /zones/cache                 solaris    shared
