Business Event oracle.apps.eam.workorder.status.changed

Hello,

Is there a way to fire the business event oracle.apps.eam.workorder.status.changed with the EAM parameter  "Enable Workflow for Workorders" not checked?

Currently it is working only when this flag is checked.
