Forms and Reports - do I need an RCU (with Weblogic)?

Hello,

I am planning a migration from Forms11 to 12c. I know the concept of the Weblogic Server and I am familiar with the installation both on the PC and Server. I keep seeing that in order to install the Weblogic Server/Middleware I need to create the RCU - a repository. Hence my quesitons:

1. Do I really need an RCU with Forms and Reports?

2. My environment is simple - we maintain Forms and Repors on our PC's, we build and run them, so we have WLS installed on our development clients. How does the RCU come into play here? Do I install it on the server and PC?
