11gR2 - Support life cycle and how it impact patch availability

We have a question on the support status of 11g R2
As per the oracle documentation, the extended support for 11g R2 ends in Dec 2020
The question we have is
1. Does this means that until Dec 2020, the PSU / quarterly patches for 11g R2 will continue to be developed / made available for patching the existing 11gR2 databases?
2. Once we enter the sustaining support period, does this mean we will only be able to get technical help through Oracle Support but there wont be any more
patches available and if we hit a bug that required development, we will not be able to go that route as new bug development is not part of the
