R437002 Calculation Change

We recently upgraded from 9.2.0 to 9.2.3.  Our MRO buyers are claiming that the R437002 calculations used to trigger a PO when the Inventory plus Open PO was <= the ROP.  Now, however, since the upgrade they are saying the Inventory plus Open PO needs to be < the ROP.  As a result, we are missing placing many PO's where the ROP = zero.  Is this a change to the calculation?
