Using "IN" function in Rate costs on rate record.

Hi,

  When i am  creating a rate record for multiple state's , I wan to use  "IN" Function available   at the 'Basis' Level. But when i am giving multiple states  together its not working.

I tried all the syntax's like  TX,AZ or 'TX','AZ' OR ('TX','AZ') OR (TX,AZ). None of these are working, its working only if i give one state for example  as TX. can anybody suggest anything on this.
