Full package installer 9.2.3.3 does not work

Hello,

I am trying to install a full package to a Windows PC after applying tools 9.2.3.3 to servers and building full packages.

The installer immediately shows message "The command failed or was canceled by the user" and stop.

Additionally, installAction log shows:

> Using pramFile: \\DEP\e910\OneWorld Client Install\install\oraparam.ini

> Unarchived Java component is missing in the shiphome & bootstrap operation can't be performed.Hence installer is exiting.

I found the document below and changed "ConfigToolTimeoutMins=" to "ConfigToolTimeoutMins=30" in oraparam.ini but installations does not proceed.
