Unable to point Task service to local database in Oracle Xstore 7.1.7

We are trying to point tasks service to local database but couldn't as it is referring to relate via WSDL even in base product. Even the data is present in hrs_employee_tasks table, this is not being shown anywhere(Tasks tab, Associate Tasks menu from BackOffice) on Xstore UI. How can we point tasks to be shown from local database instead of relate ?  Any leads will be appreciated.
