Error adding cloud PBCS target application in FDMEE On-premise

Hello,

We've been struggling with this for some weeks now. We even opened a severity-1 SR but the guys in Oracle have not been able to help us. Here is the scenario:

We are on FDMEE on-premisse v11.1.2.4.220.009 and we are trying to add a target planning application in the cloud (PBCS is 19.3.59  according to Oracle support).

We are getting the error on Data Management / Setup / Add Target Application / Cloud:
