Solaris zone service not transitioning to online from offline state

Solaris 11.4 x86 64 bit virtual system on VMware.  The zone service will not transition to online from an offline state.  I am wondering if this is normal behavior for a zone that is configured but not used yet.  It does not have any applications installed yet, but has a static IP on a shared interface (ip-type=shared).  Considerable research went into this so far without any answers.  Here is the suggested diagnostic output:

root@XXXXXXXX:~# svcs -xv

svc:/system/zones/zone:zonename (Solaris Zone)

State: offline* transitioning to online since Mon May  6 14:18:40 2019

Reason: Start method is running.
