UIM INFO IP Connection refused

Dear community,

Currently I have a lot of CARD    INFO    IP Connection refused, UIM  in my STP, I was checking the configuration and I saw that Remote IP ADDRESS it's not configure in the SCTP, my question is why the STP send message to Remote IP address if this doesn't exist and always use the port 1024
