Fluid OE Setup

We are trying to setup the Fluid OE in our testing environment.  We are using the delivered category, and cloned the delivered template.  We've activated OE dates and the Ben Events are in prepared status.  The problem is when the employee goes to the delivered OE tile, it jumps directly to the enrollment step, and the activity guide is not showing on the left panel.  It's set in the template to display vertical, we aren't sure why it is skipping the template all together and going directly to the enrollment step.  Does someone have a list of the additional steps
