config action bi configuration failed

Hi everyone! I'm trying to install Oracle BI Publisher as part of a JD Edwards Enterprise One 9.2 installation and have hit a wall.

I have gone through the steps to install on Windows Server 2016 using Microsoft SQL Server 2016.

I'm using:

JDK 1.8.0_162

Fusion Middleware Weblogic and Infrastructure 12.2.1.3.0

BI Publisher 12.2.1.3

The error I'm getting is below:
