Can a LOV be created for comment field for timecards that use project-payroll template?

We are on R12.2.7.

My HR customer would like to have a LOV for comment field to used for expenditure types that require a comment.  However, at the same time, employees need to be able to enter general text in the comment field if it is any other expenditure type. 

Is it even possible to add an LOV for timecard comment field?
