How do I create ship sets with the oe_order_pub API

We're in the middle of an upgrading OPM  from 11.5.10.2 to 12.2.7.  As part of the warehouse migration, we consolidated a half dozen warehouses into inventories of one new inventory organization and disabled the inventory organizations associated with the old warehouses.

Unfortunately, the ship sets for open orders still point to the old inventory organizations associated with the old warehouses.  I found an API call to OE_ORDER_PUB that deletes ship sets, but I need to find out how to create ship sets via oe_order_pub.
