Importing Control Tables during upgrade

Hi! We usually perform upgrade process and create a development environment for developer to retrofit customization in new release. All fix-current ESU, including new Control Tables data (e.g. UDC and other constants), are introduced to system through applying ESUs. However, this only get the development environment populated. When preparing production go live, we have difficulty to identify or merge those Control Tables because ESU were already applied to PD pathcode. Any suggestion for properly merging controls?
