Datapatch fails to Complete

I recently applied the April 2019 PSU to our single-instance databases, both the Windows DB Bundle Patch and Windows Oracle JavaVM Component Bundle Patch. After I finished the "opatch apply" command, started up the databases and all services affiliated with them. Afterwards, I attempted to run the command "datapatch -verbose". When issued, I would get the following results:

\%ORACLE_HOME%\OPatch> datapatch -verbose

As you can see, it starts up, and takes me right back to the command prompt without completing the datapatch process.
