PA: Intercompany Billing, can't find created Project in Expenditure creation

I configured Intercompany Billing, created a project that can supposedly transact in a different OU.

I am now trying to create an expenditure against the Project that I created. However, I can't find the created Project in the LOV in Expenditures even though the status of my project is "Approved".

Can someone send me some link on Intercompany Billing implementation guides?

Or if anyone can point me if there's something that I missed in the configuration.
