HTTP 500 internal server issue after database upgrade

Hello,

I did an upgrade of my database following the note( id 1524398.1) from 11.2.0.4 to 12.1.0.2.0 and seems everything working fine (I can connect using with apps)

now I tried to run the EBS R12.1.3 Application i'm getting the below issue

please note that I can connect to the database from application server side
