OTM transportation intelligence user configuration

In OTM Cloud, we have a user role "MANAGER" under our custom domain, and its VPD Profile ID is "FTI_DEFAULT". It has "DEFAULT" from PUBLIC domain in its Access Control List, but does not have "ADMIN" in the Control Access List. Users with this manager role have access to Transportation Intelligence from the OTM home menu. However, "FTI_DEFAULT" does not seem to be properly applied because the users still see soft deleted data in Transportation Intelligence reports, which means predicate to hide soft deleted data in "FTI_DEFAULT" is not working.

On the other hand, for an ADMIN user role which has "ADMIN" from PUBLIC domain in its Access Control List, FTI_DEFAULT is working.
