RRV lines got deleted from PROJ_RESOURCE Record even after COM and REQ lines got deleted

Replication Steps

1. Cancel a PO line with "Do not Source Requisitions". And clicked "Yes" for "Open the requisition Quantity" message.

2. Budget checked and Dispatched the PO.

3. Run PO_TO_PC and PC_POADJUST. The COM lines got deleted from PROJ_RESOURCE

4. Cancel the corresponding requisition line and budget checked

3. Run PO_TO_PC and PC_POADJUST. The REQ lines got deleted.

Now only RRV lines exists in the PROJ_RESOURCE, which is causing discrepancy in our reports.

We are in FSCM 9.2.026 Peopletools 8.55
