Winning Terriotry API for Sales Usage

Hi All,

I am looking to find a public api such as JTF_TERR_SALEs_PUB which can be used to find winning territory for the given transaction and which doesn't use STAR program as base data . Could anyone suggest that if anyone has done this before?
