Customer with zero credit limit, but order does not go on credit hold

We have a new customer with order credit limit and credit limit both set to zero.  The credit check box on the account profile is checked also.  Their first orders came into the system and did not go on credit hold.

The order type and setup is the same as for all other customers where credit checking works.  What should I be looking for?
