Oracle Client 18c ( 32/64 bit ) for windows server 2012 standard

I tried to download the Oracle 18c Client for Windows Server 2012 standard from Oracle Software Delivery Cloud. Try to run (setup.exe) and nothing is happening .

Please let me know a way to install the 18c  Client binaries for Windows Server 2012 standard.
