Planning 11.1.2.4.008 update causes forms with no data not to display at all

After applying the Jan2019 PSU, bringing Planning up from 11.1.2.4.004 to 11.1.2.4.008, now if there is no data behind a form when it opens it will intermittently not render at all.  The user sees a completely blank form without even the option of member selection.
