Tax Account set for Recoverable tax and Non-recoverable tax

Case 1: I configured the tax as Recoverable and set a tax account for the tax&tax rate, then user do not want to see the additional line of nonrecoverable tax line as the tax amount are 0.  Is it possible to remove it?

case 2, I configured one tax as nonrecoverable and set a tax account for tax&tax rate, the nonrecoverable tax are not using the Tax account which I assigned . It's using same account with item of invoice using.  is it a seeded Oracle function or we could have it use the tax account which defined in tax rate?

any suggestion?
