Wage Accrual used as Basis of Calculation not working

We set up an accrual to capture wages and to cap them for the year so the 401K, ROTH and catchup plans do not go over the annual limit.  The Accrual is working correctly and is the Basis of Calculation for the 401K, Roth and catchup plans.  They do not calculate.  The Wage accumulator is working correctly.

Has anyone gotten this type of setup to work and how?
