Multiple freight charge setup question

Org #1 wants to charge freight cost + 25%, Org #2 wants to charge freight cost + 15%. I have defined a formula and modifier for each freight charge.

Scenario:

When the shipping clerk for Org #1 goes to the ship confirm step in OM, they should be able to select the appropriate shipping charge for Org #1 from the LOV, i.e. freight cost + 25%.

Similarly, when the shipping clerk for Org #2 goes to the ship confirm step in OM, they should be able to select the appropriate shipping charge for Org #2 from the LOV, i.e. freight cost + 15%.

Question:

Can the above scenario be accomplished in Oracle? If yes, how?
