Install of Oracle BI Publisher 12.2.1.3 fails

Hi, I'm trying to install Oracle BI publisher 12.2.1.3 as part of a JD Edwards E1 9.2.3 release and am hitting an error during the configuration phase.

I am configuring in windows 2016 with Fusion Middleware Infrastructure 12.2.1.3.0 and JDK 1.8.162. RCU database is SQL server 2016.

I have tried installing java in C:\Java with no spaces in the path name (ask per KB).
