scn bug 23 june 2019 oracle 10.2.0.4

hello I have a short question about the scn bug from 23 june makes sure that no scn more are available.

ANNOUNCEMENT: Oracle databases versions 12.1.0.1, 11.2.0.3, and earlier - before June 2019 (Doc ID 2361478.1)

it is written always before june. Does this mean that the database will be patched by May 31, 2019 at the latest, or will the database have to be patched by June 23, 2019 at the latest? Because the bug only after 23 June 2019 should come into force.
