Partial Order Shipments Allowed

We have a requirement from some customers that for specific orders, they want them to ship complete.  The settings on the customer master are set up that they'll allow partial shipments which they allow in most cases.  They will notify us on specific orders that they require to be shipped complete.  I found a processing option that will allow me to open the Global Order Promising Overrides tab on the Sales Order Header so that they will be able to change the Partial Order Shipments Allowed (SI01) flag on the F4201.  In our DV system, I created an order with
