Convert JDE Date Time and Time Zone to UTIME

I'm looking for a function to take JDE Date, Time and Time Zone values and convert them into a UTIME field. I find functions to convert a date by itself, but haven't been able to find one to convert a date and time into a full UTIME date/time stamp. Has anyone else found one?
