Item Freeze Fence and R3482 Planning Horizons

Hi We are using 9.2. 

Can you help me understand the relationship of the freeze fence on the item branch and the Planning Weeks processing option on the R3482?

Our user has a item with long freeze fence, 18 months.  We are simply ordering based on safety stock, no forecast.  He runs MRP but is not getting a message to purchase this item.

I tried to enter a Planning Week horizon of 52 weeks but all messages are cleared and this error is on the PDF Error Message: Past Due + Days + Weeks + Months should not be Greater than 54.

I read the document  625968.1 that
